Heat Limits −1 for everyone.

How it plays

A Law. Propose it in your Evening for the $1M filing fee and call a vote: everyone votes at once, it passes with more than half, ties fail. In effect it reads: Heat Limits −1 for everyone.

At most three Laws stand; a fourth pushes out the oldest. Repeal (an Anytime card) removes one for $2M.
